Its name, ticker and face are rewritten on-chain to the next dead coin. Nobody votes. Nobody picks. Then it waits for the next burn.
The chain updates within a couple of minutes of a burn. Wallets and terminals (Phantom, Axiom, GMGN, Dexscreener) cache token metadata and will keep showing the old one for a while. That lag is theirs, not ours.
